Performance appraisal of the provinces in championship sport using Data Envelopment Analysis (DEA) Approach

Abstract
Introduction. Performance appraisal is the most important factor in the current position identification and also an impetus to development. Managers need to measure and apprise the performance of divisions in order to plan, control and increase the organization efficiency. The goal of this study was to performance appraisal of the provinces in championship sports, using data envelopment analysis approach.
Methodology. The present research is descriptive-analytical and has been conducted in the field research method. The population and statistical sample of the study were equal and included sports organizations in 30 provinces. Data related to provincial championship sports and economic, geographical and social factors were collected using library research method. The Data Envelopment Analysis (DEA)- Anderson-Peterson approach- was used to rank the sports performance of the provinces. The efficiency score of each province in championship sports is calculated considering the number of gold, silver and bronze medals won by each province as output, and GDP, climate, Gini coefficient and life expectancy as input in this model, which can be a criterion for ranking provinces.
Results. According to the results of the study, only 10% of the provinces (3 provinces) were efficient in championship sports performance and 90% of them were inefficient in 1390. The ranking of provinces shows that 9 provinces (30%) are efficient and 70% of them are inefficient in 1394. Ultimately, this research shows the efficiency of the provinces during the Fifth Development Plan, that only four provinces (Mazandaran, Gilan, Hamedan and Ardabil), i.e. 13.3% of them are efficient and the rest of them do not have the adequate efficiency according to the existing capacity, and are considered to be inefficient.
Conclusion. According to the efficiency or inefficiency of the provinces, the sports officials of the inefficient provinces need to move towards the border of relative efficiency by modeling their reference divisions. Also, recognizing efficient and inefficient regions in championship sports helps the sports officials to reduce inequalities, promote provincial sports and, finally, to raise the Iranian flag in international sport arena.
