Investigating the barriers to the use of information and communication technology in the process of teaching and learning from the perspective of teachers in the second district of Shiraz

Abstract
Detection and recognition of the problems of changing the educational system is essential. The development of information technology needs the cooperation of all parts of educational system, but teachers and human resource planners play the main role in this regard. The aim of this study was to investigate barriers to the adoption and application of ICT in schools from the viewpoint of teachers in District 2 of shiraz city . The population of this study consisted of teachers from publicschools in shirazl city. A simple random sampling method was used to select 280 individuals. Data was collected by the standard questionnaire and the reliability coefficient of questionnaire was obtained 0.9 through Cronbach's alpha coefficient and analysed by SPSS software. For analyzing the data was used exploratory factor analysis . Findings show that the most important barriers to ICT adoption in teachers' viewpoints are obstacles related to motivational issues and the most important barriers to using ICT are barriers related to organizational issues. The use of ICT should be prioritized in the Education Ministry and experts should be trained in this field. In addition, teachers should be trained because by promoting their teachers' skills, they increase their self-esteem and their positive attitude toward technology adoption and application in teaching and also ; in order to institutionalize the use of information and communication technology, must be provided clear policy making and planning and timely notification should be done with the aim of constitutionalizing the ICT use. In the case of structural-organizational issues, the use of information and communication technology requires the provision of appropriations for the installation, commissioning, upgrading and maintenance of equipment and the increase of salaries and the consideration of rewards for teachers.
